Water and Power Law Group PC specializes in breaking inertia to achieve durable solutions in water resources management.   Founded in 2011, we are a small firm based in the San Francisco Bay Area.  We represent diverse clients.  These include state agencies, counties, and joint power authorities; utilities and independent power producers; and conservation groups, land trusts, ranchers, and tribes.

Water resources are mostly regulated by permits. 
We aim for success with the regulators, viewing courts as a last resort.  We emphasize development of a factual record that supports cost-effective permit terms.  We use settlements to drive such decisions.  Our principal, Richard Roos-Collins, has negotiated and drafted more than 75 settlements in water resources management.

We use a system perspective in our work. We routinely partner with Big Law, engineers, economists, and other consultants to optimize value for clients.  We integrate regulatory and transactional strategies.  We believe in running towards risks associated with the client’s objectives in a matter.  Thus, in connection with ownership or construction of infrastructure,  we help clients develop a risk management program that integrates regulatory strategies with procurement methods and a comprehensive insurance program.
